From 1995 until 2014 David Hartland was the Director of the Netskills service based at Newcastle University. He helped establish the service, which was partly Jisc funded, and built a team of 16 professional staff proving a high quality training and consultancy service primarily to the HE and FE sectors. Netskills turnover in 2014/15 was £1.2 million.

He has successfully managed a wide range of projects, with budgets from £2000 to £200,000, in topics including e­-learning, online assessment, e­portfolios, multimedia content development, information services and website management. His project management experience is backed up with PRINCE2 and MSP practitioner training

David has worked with a wide range of sectors including HE, FE, adult education and skills, the library sector, NGOs, local and national government departments and commercial companies across the UK.

He has an international reputation having provided training programmes and consultancy services in a number of countries including the USA, Switzerland, Hungary, Japan and Malaysia.

He was responsible for the migration from its previous host and the management of the JiscMail mailing list service. This service has over 1 million registered users, primarily from the UK education sector, and is essential to the everyday work of numerous academics, teachers and researchers.

Additionally he managed the Jisc blogging service JiscInvolve and the Jisc online communication service Collaborate.

In his role as CIO for JiscAdvance David led on a number of high profile, large scale projects and services including the development of an integrated web presence for the Regional Support Centres. He had procurement responsibility for a number of systems including a major CRM installation which brought 12 organisations together to use a single shared service CRM. He uses this experience to work with UCISA to provide procurement workshops to the sector.

He is also the Vice-Chair of Governors for the Queen Elizabeth High School (Hexham) and as such has been heavily involved in the procurement of their MIS and student records system.

David’s academic qualifications include a first degree majoring in economics and an MSc in Computing Science.
